Learning Jutsu
Learning new jutsu is part of being a ninja, and as such you are able to learn a new jutsu every time you gain a level in the Ninja class. But if you seek to master more techniques, you can do so.
The jutsu you are attempting to learn must be one that is on an available list to you, but it can be of any rank. The rank of the jutsu and the method of learning the jutsu both influence the amount of time it takes for you to learn the technique. No matter the method of learning, when you attempt to learn a new jutsu, you must make an Intelligence (Arcana) check. The following table determines the base Learn DC it takes for you to learn a jutsu:

If you fail to meet the DC, you must spend 1 week attempting to work on the jutsu but make no progress. You can then attempt another check after that week of “work” ends.
On a base successful check, you are able to learn the new jutsu over the period of 1 month. It is expected that you spend at least 8 hours on any given day practicing and working on the jutsu in order to count the day towards your overall study, but the days you spend in study need not be consecutive. If you do not work on learning the jutsu for more than 5 days in a row, you lose your progress and must start the process over again (using your original roll).
If you roll exceptionally well, the time it takes for you to learn the jutsu shortens. For every 5 points your roll exceeds the base DC, the time it takes for you to learn the jutsu is lowered by 1 week to a minimum of 3 days.
The method you learn the new technique also influences the time it takes for you to learn a technique:
Learn a jutsu from another ninja:
You can practice and learn a jutsu when you spend time learning one from another ninja. In order to learn a new jutsu in this way, the jutsu you are attempting to learn must be on a jutsu list available to you, and it must be a jutsu known by the ninja teaching you. In order to determine how long it takes for you to learn the jutsu, the person who is teaching you must first make an Intelligence (Arcana) check against the Learn DC for the jutsu. If they are successful on their roll, the Learn DC is reduced by 5 for you. For every 2 points their roll exceeds past the base DC, they reduce your DC by an additional 5. A Learn DC can go no lower than 10.
As you are receiving assistance from a teacher, you have advantage on your Intelligence (Arcana) check regardless of if the teacher succeeds or fails on their initial check.
In order to learn from another ninja, you must spend all your time learning the jutsu with the ninja in question.
Learn a jutsu from a scroll or tome:
Through self-study, you can attempt to learn a jutsu. A jutsu scroll is effectively a jutsu that has been sealed for future use. As such, the components of the jutsu must be present but are very basic. When you learn from a scroll, you add a bonus to the Intelligence (Arcana) check equal to the governing ability score related to the casting of that jutsu. For example, if you attempt to learn the Fireball jutsu from a scroll, you would add a bonus to the roll equal to your wisdom modifier. Once you make your first attempt to learn from a jutsu scroll, that scroll is consumed whether you were successful or not.
A jutsu tome does not contain any actual jutsu potency, but it is a thorough and developed analysis of a technique. If you are attempting to learn from a tome, the initial Learn DC you must make is reduced by 5. Unlike jutsu scrolls, jutsu tomes are not consumed after use.
Other influential factors
There are certain situations that can influence a ninja’s ability to learn a jutsu. As mentioned above, you must have access to the specific jutsu list you are trying to learn a jutsu from. However, if the technique is considered a ninjutsu but not one of the 5 basic natures or any of the Keke Genkai natures, you can still attempt to learn the technique, but it must be taught directly to you by a ninja with access to that list. For example, a ninja with the Orochimaru Experiment background can teach a Serpentine Jutsu to someone who would not normally have access to that list.
If a jutsu you are trying to learn has an outstanding prerequisite or requirement you must meet before you can normally take it through leveling up, you can still learn that jutsu through the above methods, but until you learn the parent jutsu you cannot prepare or cast the jutsu. For example, you can learn the Giant Rasengan jutsu, but until you learn Rasengan you will not be able to cast Giant Rasengan.
